NEWS 2026: The tourism development program 2026-2030 has been prepared for approval
For the first time, Azerbaijan has prepared a state program for the development of tourism, which aims to sustainably develop the industry and increase the tourist flow to 5-6 million people in the medium term.
This is reported by Report with reference to the State Agency for Tourism of Azerbaijan. The program covers the years 2026-2030 and is currently under approval. The agency noted that previously the development of the tourism sector was regulated by strategic roadmaps, however, such a large-scale and phased state program is being developed for the first time. It is reported that in order to achieve the goals set, the program has developed specific implementation mechanisms and a detailed action plan. Among the priorities are the liberalization of the use of airspace, stimulating the expansion of international flights, as well as the application of a visa-free regime for the development of inbound tourism. Increasing the transport accessibility of key tourist centers in the regions is also an important area.
To stimulate the tourist flow, it is planned to actively promote Azerbaijan as a gastronomic, recreational, winter and ecotourist destination. The program provides for the creation of new beaches, increased investments in tourist and recreational areas, and support for micro and small businesses. In addition, measures have been outlined to improve the system of classification and accounting of tourism industry facilities, strengthen safety and quality standards, and expand advertising and SMM campaigns in target tourism markets.
The state program also includes the development of educational programs in the field of tourism, related infrastructure, the creation of a Tourism information System and support for research projects.

Azerbaijan has identified seven priority countries for the development of inbound tourism.
This was reported by the State Agency for Tourism of Azerbaijan in response to a request from the Report.
The Agency stressed that these countries include neighboring countries, the states of the Persian Gulf, Central and East Asia, as well as Europe, and these destinations are considered the main targets for the sustainable development of tourism.
"Turkey, Iran, Saudi Arabia, Kazakhstan, Germany, China and Pakistan have been selected as priority markets for Azerbaijan in the field of inbound tourism. In order to increase the flow of tourists from these countries, it is planned to expand air links and introduce a visa-free regime," the report says.
The ministry added that it is also planned to implement regular marketing and communication activities to promote Azerbaijan's tourism opportunities in target markets.
