August 9 marks the 8th anniversary of the establishment of the Sustainable and Operational Social Provision Agency (DOST), operating under the Ministry of Labor and Social Protection of the Population. The DOST project initiated a qualitatively new stage in the field of social services. It was created to ensure transparency, efficiency, citizen satisfaction, and a friendly attitude toward everyone. The project is the result of an initiative by the First Vice-President and President of the Heydar Aliyev Foundation, Mehriban Aliyeva. The DOST Agency was established by a Decree of President Ilham Aliyev on August 9, 2018. On May 9, 2019, the opening of the first DOST center took place with the participation of President Ilham Aliyev and First Lady Mehriban Aliyeva.
7 centers, 164 services, 98% citizen satisfaction
Currently, 7 DOST centers operate across the country. Five of them are located in Baku, one is the Absheron Regional DOST Center, and another is the Karabakh Regional DOST Center.
In addition, a DOST reception department operates in Shusha, reception points are available in Kalbajar and Fuzuli, and DOST reception departments are open in Tartar and Neftchala. In the Agali village of the Zangilan district, citizens are served by a Smart DOST point.
The centers provide 164 types of services across 15 operational areas. Since its inception, the Agency's main goal has been ensuring citizen satisfaction, constantly improving the services provided, and increasing their quality. Today, the citizen satisfaction rate at DOST centers stands at 98 percent.
After service completion, citizens evaluate their experience using tablets located inside the DOST centers. Furthermore, DOST volunteers record feedback on service quality as citizens leave the building.
Citizens can secure a spot in line at DOST centers either online or via a walk-in queue. The online queue is arranged through internet resources, allowing citizens to receive services at a pre-selected time without waiting. DOST volunteers provide special attention and care to citizens visiting the centers with young children.
Since its establishment, the Agency has aimed to digitalize services, provide them proactively, and increase accessibility for citizens. Currently, 90 percent of the provided services have been transitioned to an electronic format, with about 60 of them being proactive. Going forward, the primary goal is to digitize all services, increase the number of proactive services, and expand their accessibility.
